A smart plug will not turn a modern TV on. Logitech makes a hub that can work in conjunction with SmartThings to control TVs, so it would be possible through Alexa or Google Home to say "Turn on the TV" which would tell the smart plug to turn on and then have the Logitech turn on the TV.
Thanks, I see the hub (but no mention of remote) on amazon as certified refurbished for $69 so I'm thinking of pulling the trigger.
