1st one is much brighter and stronger (one of the strongest desk grow lights I have seen). The 2nd one gives you the freedom to change the bulb later in case you change your mind and want to switch to a 6500k led bulb or sthing.

I keep it inside under something similar to this with a bit of other light from other indoor bulbs. From what I’ve seen online the leaves should be much closer so it’s no doubt etiolated and could use a better bulb but the surrounding plants are doing well
