You are going to have a hard time finding something that can do 10+mph in grass for $30-40. And do you mean that the battery needs to last a few hours on one charge? I have never heard of an rc car lasting for more than an hour, 15-20 minutes is typical on one charge.
I just bought my kids this one (it was on sale for $25 on Prime Day)
It doesn't quite do 10mph but it handles grass well, seems durable enough, and the kids love it. However it is definitely not in the same category as my hobby grade rc trucks and doesn't have any user replaceable parts should it break.
