Yes. They are close enough in potency where the math will be the same. The citrate will be about 15-20%% less potent per dose, but I wouldn't fuck with the numbers when you're dealing with something as strong as this stuff, especially when it's your first time.
To make the solution, just buy the 88ml bottles of the cheapest store brand strictly saline nasal spray you can find. You should then also get your hands on a bottle of NeliMed NasoGel Dry Nose Spray. It can be found at your local chain pharmacy as well. Dump the stuff in the NasoGel bottle, clean it out, and pour your solution into it. It's a much more consistent spray than you'll get out of the cheap saline bottle as it's metered to .15ml per spray.
