I have the following for my night runs:
Nathan Photon Vest: The LEDs are not working anymore because the design is poor, but even without the lights, it is quite reflective. I intend to replace the LEDs with something more robust. You can usually find cheaper reflective vest that are used for construction/workplace that work just as well. I am a smaller person, and the vest does not interfere with my arms.
Knuckle Lights: Wife bought me these. Didn't like them at first because they are in my hand. After using them for a while, they are not as bothersome because the strap goes around the palm. I think they provide more light than my headlamp, and I can aim the light somewhere if needed. As well, I believe that at night, people's eyes are attracted to movement of light vs a light source that doesn't move.
Petzl Headlamp: I've used several "headband" style and they all do the job. They do not move very much when running. In the end, I ended up choosing the brightest LED of the bunch.
As well, I have some specific bright yellow shirts and reflective jackets that I wear for nights. I really want to try Nike's new Flash Running Wear but they are too expensive.
EDIT: Formattting
Early morning runner here. I haven't found any bright colored tights, either. I wear black tights (the only color I could find), plus some obscenely bright neon colored shorts over them.
Then, I wear my reflective vest with flashing LED lights over my shirt. That will keep you visible.
