I can't remember where it was I saw it (some game I think) but the idea is you ( as a citizen solider essentially) can duct-tape 2 mags together much easier than machining a new one. From that point of view it'd be better for NC (with their "second-hand" armaments), but from an "empire trait" view more dakka is TR's realm.
edit: oh yea, I remember where I first saw it. My college ran a Humans vs. Zombies game every quarter - one of the players fashioned one for his nerf gun. Was less prone to jamming (and was cheaper) than the drum attachments
