You're not going to get a very good voice recorder for under $100. You're better off saving up a little longer and getting a better recorder.
As for using your cell phone to try to capture EVP, it's a bad idea. The microphone quality is very poor for long distance recording, plus it's always a bad idea to use something that's intended to send and receive over the airwaves to record for EVP. My colleagues and I do not allow cell phones to be powered on at all during investigations.
EDIT: These are all I use. I have about a dozen of them, and everyone that investigates with me carries one.
This device for years saved my ass. It records killer audio. It holds hours of footage in folders. The USB lets you save to a hard drive. For reporting live, I'll hold my notepad in my left hand, pinning the recorder on top with my left thumb, all while writing and annotating quotes. Someone else said it well - write the timestamp down when you hear something good.
