My Vespa is outside 100% of the time, the majority of which is in NE DC, and I use the "Onguard Beast" motorcycle chain. Now, the plastic housing over the lock is completely f'ing worthless, and will crack and fall off but it appears to still work.

Lock it to something that's iron, like a public or commercial iron tree box, iron fence, or bike rack. I use the bike racks liberally in winter when there aren't a lot of bikes but will switch to parking parallel to a tree box and locking to that downtown when the bikes proliferate in good weather. For a quick (up to an hour or two) daytime stop I just stick the Beast through the back wheel and don't lock it to anything. At night I always make sure it's attached to something iron. At home I just wrap the lock around my fence and park in my front yard like a good redneck. I've had a Buddy or my Vespa for 3 years now and have never had a theft attempt (that I've known about) with this on.

I never, ever, ever rely on only the steering column lock anytime I'm going to be more than 10 feet away from the bike.

On my Pinto I use this OnGuard lock and put it through the frame like so. The other end I'll put around the most solid thing I can find that ideally is capped on the top to prevent a group of people from lifting it up and over (at home that's a balcony support beam or the beam supporting the staircase). The bar end also prevents someone from rolling away with it as it stops the pedals from turning. If I remember correctly the Magnum has similar holes in the frame that would work fine.

For my 103 and other step through bikes, I use another noose style chain and u-lock around the frame but otherwise same basic setup.

Regardless though of what style lock you get, I would definitely recommend lubricating it every so often. After 4 years and being a bit neglectful I had the OnGuard lock jam and refuse to open and had to cut it off. On the bright side, I saved the chain and bar itself and also took me about 3 hours of careful cutting with an angle grinder to get it free. Which actually made me feel a bit better about the lock.
