I guess first question is how long to you plan on staying in this apartment? I love central vac, and think its the best way possible to clean. But if you spend the money on a hose and cleaner head, it likely won't work in your next apartment.
The good news is you don't have any wall-to-wall carpet. So if you want to go on the cheap, you should be looking for a "low voltage" central vac hose, probably 30ft. You can measure how long you need from the inlets in your apartment to reach everywhere. A hose with a switch to turn the central vac tank on/off should run you about $100, less than $70 if you want no switch (the central vac will just turn on when you plug in the hose).
This hose won't be capable of running an electric powerhead, so you will be limited to an air driven turbohead for cleaning on the carpet. This isn't as good as an electric head, but we are more than cutting the cost in half. Here is an example! from the US. Hopefully you can fine a CA equivalent.
That kit comes with a super basic set of tool and very basic turbo head for rugs. You can double that price if you want something nicer, but if this truly is only for a year or two, I'd have a hard time justifying much more.
