MSRP of Catan and Dominion are both $45; nice try though. I'll give you Betrayal; I didn't realize it was so cheap, especially considering how good it is. Still, Ticket to Ride: $40, Power Grid: $45 MSRP, Pandemic Legacy: $70 MSRP, (the original game is $40), and I could keep going. The notion that most board games are under $30 is flat out wrong.
This is for Christmas and your son wants to be surprised... you gotta go for something big / rare / hard to find. My key for gift giving is to get them something they want, but wouldn't spend the money on themselves. So with that in mind, consider the following:
Guessing a college kid on a budget won't have spent that kinda money, but it's the perfect game for college kids... the intro game takes about 15-25 hrs to complete... College kids don't sleep or do homework, so they've got nothing but time!

This is a near mint condition version... game appears to be out of print, but it's a spectacular game!
To clarify what others have said, we think you are confusing two different games. Pandemic and Pandemic Legacy
The "Legacy" game idea is that you take an existing board game and tie a series of game play sessions together. After each session you can potentially modify cards or the board. Obviously, this changes subsequent game plays.

Dead of Winter: A super tense semi-cooperative zombie survival game, where one of your teammates might be a traitor.
Agricola: A Euro style game about managing your farm/ranch while feeding your family. Probably my favorite board game.
Small World: A fantasy themed territory control war game with no dice. Very fun.
Pandemic Legacy: Awesome unique board game about saving the world from a deadly virus. Great to play with the same people. The bad things that happen in each game carry over with negative effects in future games, and you can upgrade cities and characters. Heads up though, you can only play this game 12-24 times. Once you finish it you can't really play anymore. Its amazingly fun though and worth every penny.

The Blue version is much more expensive right now an Amazon, though it did briefly drop to $47.99 recently. Still, this is the cheapest I've ever found the Red version, and it's barely more than the cheapest the Blue version ever went for.
