I like the submersible light idea, but I'm thinking that since you found it walking your dog, it's probably from a balloon.
I find them on the ground now and again, as I live in a neighborhood with lots of children, therefore lots of children's parties. Kids let the balloons escape, they get popped, and the lights end up on the ground. The lights work for about 24 hours.
