If you don't care to OC your memory (which you should, it makes a pretty big difference and is incredibly safe) as long as you get a 3200-3600 mhz kit with decent timings you'll be alright.
If you do want to tweak your memory in the future, there are plenty of sick deals on 16GB of memory right now.
This Crucial Ballistix kit contains Micron Rev E chips inside of it, and these overclock VERY easily to 3600-3800 cl18 depending on what your cpu can handle. Absolutely amazing sticks for the price, and I'd recommend you pick them up even if you don't tune your memory right now.
For a little extra you can pick up an even faster kit, this patriot viper steel 4133 kit. It contains Samsung b die chips, the most sought after for overclocking and should do much tighter timings than the Ballistix, and for $94 the value is great.
If/when you tune your memory expect anywhere from 15-20% boosts in 1% lows/average fps which improves the smoothness of your game a ton. Here's a great guide on how to do it when you're inclined.
QVL hasn't mattered in my experience.
All new B450 boards by large manufacturers (MSI, Giga, Asus, ASRock etc...) should arrive pre-flashed to support Ryzen 3000 by now. Unless you're buying your board secondhand, it should be fine to get B450. (if in doubt, contact the retailer you're buying your stuff from and ask, they will confirm for you if their stock are pre-flashed. If not, most will only charge you a small nominal amount to flash it before shipping to you)
And yes, I am suggesting you can get exactly the same performance by going with the non-X version and just raise the PBO limit (they're the same chip physically)
As for RAM, yes the kit you linked will work fine just by enabling XMP out of the box. You will need to manually set it to run at 3600MHz CL16 (or if you get lucky with the CPU silicon lottery, 3800MHz CL16)

I was thinking of getting the steel to 3600 and running it around CL14. Don't really care about RGB. Which one is better and is the CL14 vs CL18 worth it?
I’d go for Corsair or G Skill. Both have a RGB and regular version. Higher the MHz the better.

I never really dug expensive motherboards. I'd swap it out for a cheaper one. I dont know Australian prices, but budget b450m motherboards should be around ~120 aud. Maybe buy local and they can update the board for you?
