The reviews on that one say it's really fast to respond, which might be a plus for what you're doing with it, it's more expensive but it's the whole monitor vs just the touch panel

Also a bit more thinking,

There's actually even more options

  • Option 6:

One Desktop, Two Monitors, and One Wacom Tablet (using this as the primary mouse)
Basically you use your pen like a mouse.I Haven't tried this yet either I would imagine you would need to change DPI (mouse sensitivity) depending on whether your writing notes or navigating your mouse around. They have the ability to map 4 buttons from what I've read*

  • Option 7

One Desktop, Two Monitors (One Touchscreen monitor, one regular monitor) and a mouse . The touchscreen monitor is essentially a 2nd mouse

Google search "portable touchscreen monitor". Essentially you run the 2nd monitor with touchscreen almost like a tablet (touch screen monitor sits on the table, while the regular monitor plays the video)
Use your mouse to navigate around between two monitors. Use your
touchscreen monitor with a stylus to take handwritten notes

If you read through the links above, you will see comments on how people set up their touchscreen monitor.

Some set up the touchscreen monitor as a secondary monitor, and there is the ability to have 2 mouse pointers on screen but its not really that feasible (due to syncing issues)

Also you'll run onenote on the touchscreen monitor

  • Option 8

One Desktop PC, Two OneNote applications, and any of the 7 other options + 1 monitor.

Basically one monitor has the videos you take notes on, another monitor has a onenote application for notes you've taken, and the last monitor is notes your taking. Alternatively, you can have both onenote applications taking notes on the same page

You can always run more than one OneNote application at a time. Go to the taskbar where the onenote is open , right click, and open another OneNote 2013. I tested this out, delay sync time between onenotes on the same desktop PC is ~2 seconds. Two PCs with their own onenote application on LAN would probably be the next fastest, then two PCs in seperate locations (say 10 miles away) with their own onenote application would sync probably slower
