I have my fast charge enabled. I bought this charger that has built-in charge protection (IE it stops charging the GPD Win when it's fully charged as if it were unplugged) and it's worked great so far. A bit bulky though.

Are you using a Quickcharge charger? If yes, check the connections. Sometimes lint or debris can get in there and you won't get Turbo Charge. Also if possible try a different charger. If the charger or cord is starting to get old they might not work for turbo charging. My original charger had the cord split. They work great for turbo charging and I can replace the cord if it frays or I need something with a different length.
The Samsung charger included with the phone supports QC quick charge, however it only outputs 15 W. There are third-party Qualcomm Certified chargers available that put out 18 or even 24W. I just ordered this one. I was actually considering the one you linked, but couldn't confirm if it was 24W per usb, or 12W per usb, so I went with the one usb option. I'll let you know how it goes when it arrives tomorrow.
I suppose I should've led with that. I tried these cheap SHARKK ones, this beefier iClever one, and a CHOETECH one that I had to return due to case defects.
I use this and it works well.

Not sure, Note 4 came out in 2014, should still work though, probably will charge a bit slower.

Yes, the AC adapter does matter because it needs to produce enough voltage and amperage to enable fast charging.

I think the lightning cable is fine, but what I’m talking about is the part that plugs into the wall.
