Yes, that's exactly what happens. I needed a Pi3 to play with so I cheated a little bit and bought one of these: https://www.amazon.com/gp/product/B01FTAKQYU/ I think it worked out to being like $25 more than buying just the hardware, which I figured was fair for getting it all pre-configured. It's a really nice package and I was able to play the roms I already had, about 15 minutes after opening the package.
By default, it boots into EmulationStation and from there you can select Kodi or one of the emulators but I modified the startup script to go straight into Kodi since that's what I use the most. If I want to play an emulator, all I have to do is exit Kodi and it drops me into EmulationStation and then I can re-run Kodi to get back to it when I'm done playing.
I also have Moonlight setup as an option in EmulationStation so I can do Steam streaming from my desktop.
Sold out. Are there any other good ones like that?

On Amazon they do sell a kit that is fully loaded, its 90 something but its basically my same setup but with controllers and a preconfigured retropie, which I think was the op's setup.
Otherwise, hell I'd do it for profit if I could find the time heh

Amazon has a few sellers that sell Pi's with an SD card preloaded with Retropie. I bought a kit for like $80, came with pretty much whatever you needed to hook up the Pi to the TV. Only additional thing you'd need is a flash drive to transfer the ROM files.
