I was in the same predicament earlier, needing to use a SAS expander, but my case was a 2U and the expander was full height.
What I did was, use a mining adapter to supply power, and just let the expander lay flat over the PCIe-slots, since it doesn't use the PCIe-connection for data, just power.

No need to connect to the PCIe-slots on the motherboard, just connect the SATA/molex for power and you're set.
It ends up being a problem with most PSUs, it seems.
Try out one of those EPS to 6 or 6+2pin pcie adapters, Works great, and the EPS cable and connection are rated for the power draw.

If you register the PSU with EVGA, then call them, they will sell you extra molex or PCIE strands, so you can swap it out with the 2nd sata strand that you won't be using anyway.
I'm not a fan of running anything off sata, but I semi trust the 2x to 6pin PCIe adapter, since at least, it's splitting the draw across 2 sata connectors, across the 2 sata strands.
I ordered a pair of version 009 risers tonight that have all 3 types of connectors, so I can change off the SATA, and use that extra molex strand.

I've used this brand for the pcie only, or molex only connectors, but hadn't tried version 009 yet.
