Yeah, the 909X is a bit of a strange bird compared to most multiband portables.
I use the flat tuning wheel by placing an index and middle fingertip on either rim of the wheel. This allows very precise tuning from the wheel for 50 kHz in fast tuning mode and 10 kHz in slow mode.
The UP/DOWN tuning buttons next to the tuning wheel will move one tuning increment instantly with each quick push of the button. Hold the button down longer and there will be a delay before the next frequency comes up but that's because you have entered the scan mode and radio is looking for the next "good" signal. I don't like scan features on any portable I have ever used because they always skip over weaker but perfectly usable stations.
I have mastered the memory feature of the 909X and have a large library of saved station frequencies. I use that feature a lot. I also use direct frequency entry and band switching from the keyboard. Whatever gets me where I want to go fastest.
Due to it's unconventional tuning wheel the 909X is one of those radios operators either love or hate.
