Unclear if you are in an apartment or dorm. Since you said neighborhood, I'm thinking you are at home or in an apartment.
Most dorms forbid the use of (or even the possession of) candles.
But a nice, fat medium height candle puts out a fair sum of light, enough warmth to make a difference in a small room and costs next to nothing.
