Correct, they have STEREO preamp function. They are not PHONO preamps.
A popular combination is the Schiit Magni headphone amp with the Schiit Mani phono preamp.
If you don't already have a phono stage preamp there are combo units though separates may be a better choice.
If you need something cheap and basic for a low budget setup with basic headphones. T12 $36.
