It's called a KVM switch, but they can be expensive. If the laptops are modern you can use docks with just a single USB C 3.0 plug for everything, but that is also costly.
Edit: so something like two of [these] (https://www.amazon.com/Targus-Universal-Docking-Charging-DOCK120USZ/dp/B019M3QRPW/) (if you have modern USB-C based laptops and want a 1 plug solution) and one of these, though I've never really shopped for these and you can probably do better than the first Amazon results.
For the quickly switch to a laptop portion of your post I can tell you what I did that works well. This was the cheaper more universal route for my use.
First start with a kvm switch or just a USB switch for your k/b mouse, one click and your peripherals switch over. Next with my dual monitors they actually support multiple inputs so I run both dvi and hdmi cables off the back of both monitors, one click per monitor, and they switch.. The last peice of the puzzle is a USB 3.0 docking station that both the monitors and kvm stay attached to so that it's a single cable into my laptop when I want to use all of my stuff.
