It's better to replace them. You cannot replace them with paste because there's an indent in the plate, so paste alone would not be sufficient.

Yeah that seems too high. I suggest changing the thermal paste. Someone posted that they got great performance out of thermal grizzly's minus pad 8. Make sure to get the one that's 0.5mm thick. Found this on amazon.
Maybe something like this, cut it to fit?
