I have the same problem, for more than 5 years now. Constantly. I feel your pain and hope that at least a little bit of what I say here benefits you.
From what I've read, exfoliative cheilitis tends to be much worse than the states that you appear to have, which is very similar to my own condition.
I don't know what causes mine. It is very rare that it clears up for more than 1 day. Typically, it seems that it goes in cycles of shedding. Nothing seems to get rid of it, but using certain lip balms helps to at least make it less noticeable to others. For this use, I have had great success with Neutrogena's Norwegian Formula which also protects against sun damage but does have quite a few ingredients. As I am trying to figure out what causes this, I am trying to limit ingredients and am currently looking into a home-made bees wax balm. But again, these only smooth out the appearance.
Other things that might help is to drink more water and to be sure that you do so with a straw! Leaving liquids on your lips wont help the situation. You might consider buying a reusable water bottle with a built in straw. Additionally, you might be touching or licking your lips without even noticing it. Perhaps wear a necklace or chew gum to give your body something else to do or play with. Fussing and biting will only make them look and feel worse. I understand the need to trim up the dry parts; do so when you are looking in a mirror and always use something that will not pull at the still-living skin such as these itty-bitty scissors
Perhaps what u/AudigirlRX said about being allergic (or rather, simply having a bad reaction to) something that frequently makes contact with our lips could be causing it. I now have suspicions about toothpaste and will be doing some experiments with non-fluoride, non-sodium lauryl sulphate toothpaste (thanks for the great idea!).
Even if special ordering products is a pain and expensive... It beats living like this. Best of luck, hopefully we get some other good ideas here.
