Sure, NGOs aren't that different from any other organization in the sense that they also have to recruit, select, train, reward, and motivate employees. There are plenty of opportunities for I/Os to get involved, although you will find more literature and examples in the related field of humanitarian work psychology than in mainstream I/O. There is an entire section on non-profits in the recent SIOP book, Using Industrial-Organizational Psychology for the Greater Good.
