Refreshe and Stater Bros branded water is fluoride free. You'll also need a salt based fluoride free toothpaste, I recommend https://www.amazon.com/Weleda-Salt-Toothpaste-2-5-Pack/dp/B0029EWCF6/ref=lp_2603578011_1_16_a_it?srs=2603578011&ie=UTF8&qid=1482267262&sr=8-16&th=1
(its a pack of 5, should last you about a year based on my own consumption rates). Also, the one source of fluoride people forget about the most is that the water we bathe and shower in is fluoridated, and fluoride has a 40% absorption rate through the skin. If looking to truly be fluoride free, look into a home reverse osmosis water filtration system. They run around $200. I'm looking to build my own at the moment because I enjoy DIY things, it's pretty simple and requires only tubing, housing, and filters. Until then I only let the water actually hit me in the shower when I'm washing the shampoo out of my hair and the soap off my skin. I tilt the showerhead away when I'm lathering. You'd be surprised how much fluoride is actually being absorbed when we factor it in to a day to day task like showering.
