Good question but I bit complicated the way you asked This can be a bit controversial but I come out on the side of "snakes don't need UVB light." There are some that will assert that certain breeds do better wtih UVB but I am skeptical of those findings. Anyway you look at it your snake should not be put in direct sunlight. You can't control the sun with a thermostat and on a sunny day the sun could make the enclosure dangerously hot. I like to keep my snakes on a 12/12 day/night cycle. I do this with a standard light timer. Many people would be totally fine with just natural light and as long as you keep the snake out of direct sunlight I think this is a good option. As for your heating. I don't like heat lamps. In my experience they suck humidity out of the air. Humidity can be a problem for people who use aquariums even without a heat lamp.
