The oleophobic coating helps make water bead up so it's easier to wipe away; it also helps cut down on fingerprints.
Easiest way to check is to see if you can dig your finger into the scratch. If yes, then the glass is damaged. If no, then it's likely that it's just the coating that has a scratch.
Buy some of this stuff on Amazon, and apply it to see if it removes the scratch.
This is the one that I used - sorry about the Canadian link, I live in Canada, but I'm sure you can find equivalents in your country. I used the product like, 5-7x that time (not just once or twice). There's enough for you to use on your phone as well. The thing is, it protects against minor scratches but it doesn't cover your existing minor scratches.
