You could monitor the well pump runtime, but you probably have a pressure tank so you're still going to be cycling on/off. The best way would be a flow meter, some kind of controller to monitor it, and a solenoid shutoff valve or a 220v automated switch that can shut off your well pump.

All of the flow meters I have looked at were cheap junk that very likely wouldn't meet code. You'll need something that is metal, or CPVC. PVC and ABS will not meet code for plumbing in most places. A good flow meter is going to be spendy:

But, with this one, you could buy a Vera controller and a Zwave solenoid valve, and then implement everything there using the Advanced Logic plugin, or by writing your own LUA code.
