Depends on what you consider "budget," but I think a Yi Lite meets the needs of most bikecammers using a camera for liability reasons.

It retails for $100 on Amazon US; prices in other countries may be different. Records 1080p in 60fps, the best low-light performance I've seen in that price point, the waterproof case (have to buy that separately) uses standard GoPro mounting stuff, battery lasts about 1hr30min, can accept at least a 128gb microSD card, replacement/spare batteries with a charger are two for $15 (again, Amazon US, prices may vary), and it has electronic image stabilization, which isn't of any relevance to liability concerns but makes it a lot nicer to review the footage.

If you get it, as with any Yi product, make sure you keep the firmware updated - they update it quite frequently, often with large improvements in features or performance.

I personally have a Hero3 I won five years ago in a video contest, Crosstour Action Camera I use for my rear on my commuter (when I remember to charge it). And for my race bike I have my Fly6(ce), but I will use it on my commuter if I forget to charge my other rear camera.

Is 4K a requirement? If you can do 1080p 60fps, I would suggest the Yi Lite action cam. It is a similar price to the camera you mentioned, but it is well reviewed and that makes a big difference in this category of cameras. There are soooooooo many cheapy action cameras with varying names on Amazon it can be very difficult to tell which are good or not. Even for ones that are "reviewed", often these cams undergo revisions and stock changes that are not reflected in initial reviews. Amazon reviews are generally terrible for action cams, since the average joe "reviewing" the cameras has no clue what they are talking about.

Almost universally, the Yi Lite is well reviewed. I also once owned the Yi Lite and can attest that it is easy to use and gives acceptable quality stabilized video for the price. I only sold mine since I upgraded to a GoPro hero 6 black. For the under $100 mark, I think the Yi Lite is quite the value.
