Response pads are mandatory for any response to happen. Most of the difference between responsive and unresponsive is the type of lube, how much is in the bearing, and the gap width. Too much lube in an unresponsive bearing will effectively make it responsive. The type of response pads don't make nearly as much difference, save for the difference between slim pads and thick, which makes the gap width wider or more narrow, unresponsive or responsive, respectively.

Also, as others already said, you may have over-lubed the bearing.

  • Make sure you're using thin lube on unresponsive bearings
  • If present, remove the bearing shields
  • Clean the bearing first in lighter fluid or mineral spirits, allowing it to dry completely
  • Dab the end of a toothpick or some similar implement in the lube, and rub it inside the bearing. Use the smallest amount possible.
  • Test it out, see how the response feels, then if it's still noisy add a tiny amount more. Better too little than too much. An over-lubed bearing is useless until it's flushed out again

edit: as far as an upgrade, I'll copy what I recommended to someone else.

They don't get a lot of love, but it's hard to go wrong with most Yoyo King throws. The Double Agent (Amazon, $25) in particular is an aluminum H-shape that comes responsive, but includes an angled unresponsive bearing when you're ready to go that route. It's the second metal throw I bought and still one of my favorites. The Spin Control (Amazon, $25) is similarly good, but has a more organic shape.

If you're trying not to spend too much, and want an aluminum, you might look into the MagicYoyo V3 or V4. They're both <$20 on Amazon, the former having responsive and unresponsive versions, the latter only coming unresponsive.
