As to placement... As long as you keep in mind the effect on everyone else you can place it pretty much wherever you want. I would be very wary of putting it front and center of something amazing and photogenic, and remember that if you put it somewhere people might smash into it at night you will need to think about how to light it at night.
If it were mine I would put it under a street sign at an intersection in one of the further plazas... still a little out of the way but at central enough a place where a lot of people can play with it... It would also be amazing way out by the trash fence... but you would go home with five cards and a garbage bag of other peoples moop :)

That should easily cover four people for a semester, those pens and pencils could cover four guys for all four years, assuming you're good about not losing them. If you re-use the folders, the only thing you need to buy again is paper.

I have not seen one like that for a letter size, let alone top-bound design. Have you considered pad folios? Here's an example. If that's too thick for you, another option might be using a plastic sleeve -- not really a cover, but works well for protection. It's similar to sheet protectors but opens at the top and a side so you can slip your papers in and out easily. Here's an example.

In meinen Lehrerplaner kommen Termine, Klassenlisten, Klassenstundenpläne, Sitzpläne, Schulaufgabenkalender (gut, bei GS wohl weniger), Notenlisten und eine Kurzzusammenfassung der Stunde.
Meine Fächermappe benutze ich meistens für Klassleitergeschäfte/Zeugnisse; am Anfang hab ich sie für mein Material benutzt nach Klassen geordnet.
In die Ordnungsmappe kommen alle sonstigen dienstlichen Dokumente (Terminliste, Kollegen/Kontakte, Protokolle von Konferenzen, Elterngespräche, Fachsitzungen, Lehrpläne, Notenlisten sowie geschriebene Exen/Schulaufgaben mit Lösung - immer zu den Ferien aussortiert)
Dieses System benutze ich seit zwei Jahren und für mich funktioniert es; es ist gut möglich, dass du dich anders organisierst und zB deinen Planer für zu knapp hältst oder die Ordnungsmappe überquillt etc. Jeder muss sich erst da reinfinden.

Nachbereitung mach ich in Verbindung mit dem Lehrerplaner; da ich mir aufschreibe, was ich in jeder Stunde gemacht habe, hab ich da einen Überblick und kann mir gleich notieren, wenn ich was nachbereiten muss/Materialien anpassen muss, etc.
Unterrichtsvorbereitung läuft bei mir fast nur noch digital.
(Früher habe ich von der Seminarschule aus immer Wochenübersichtspläne und Stundenübersichtspläne machen müssen; für mich war das Schikane. Wenn es dir jedoch hilft, dann tu das ruhig.
Normalerweise mache ich am Anfang des Schuljahres mir zumindest einen Plan bis zum Halbjahr, wo ich Schulaufgaben und Lerninhalte verteile, aber das wird in deinem Fall warten müssen, bis du mehr Infos über deine Klassen, Fächer etc hast. )
Schlussendlich habe ich für jeden Tag noch eine To-Do-Liste in meinem Notizblock (immer: Stunden für den nächsten Tag, manchmal Material besorgen, Orgakram, AB zu xyz erstellen) die ich dann abarbeite oder am nächsten Tag abschreibe ;)
