Hello fellow Santa Clara County resident! Lucky you for purchasing your weapon after the AR-15 registration cutoff date. Like a chump I wanted a shiny new toy for christmas and ended up waiting at Bay Area Gun Vault for almost 5 hours; made the DMV look easy.
Onto your question; most guns these days come with crappy cable locks that meet the minimum definition of a gun locking device. I'd ask when you go in to purchase if the gun will come with one. If it doesn't, you can always get something like this on Amazon while you wait out the 10-day period.
Anyways, enjoy yourself, good luck on the purchase. Also, unsolicited advice; have you considered a bolt action?!

If you care more to be compliant than to win any beauty contests, pick up a set of punches for $20 and do it yourself.
Probably can go one size smaller on the punch size but you might come in a smidge too small.
Or wait until a gun show and there should be a laser engraver you can have do the job on the spot, takes like 10 mins. Or try a paintball shop, they have laser engraving too, trophy shops as well.
The stock rail is not fantastic, but it will work, and it's included. It's a place to start while you figure out what direction you want to go.
Do you plan to install better iron sights, or make it optic only?
I have this scope on mine. (And the Nodak Spud iron sights, the rear sight is the railed version) and for the money, you can't beat it. It's gotten me at least 6 Appleseed rifleman scores at like 4 different Appleseeds.
Don't even need a bullet button, you just need a means of affixing the magazine with a tool. A threaded standoff that fits the threads on the magazine retainer can be cranked down on threaded post with pliers in place of the standard button and spring. Threaded standoff costs a lot less than a bullet button you'll be using for what, 27 more days? The thread on that is 10-32, I think. Super common. $17 for a pack of 10 on Amazon, buy 'em for all your friends!
No problem bro, let me know if you need any other tips/advice with your PTR91--I like this rifle a lot, more than my AR's and AK's, and I do not think it gets the respect it deserves, especially the F model.
I basically set mine up as a DMR type rifle that is very accurate out to 400 yards, with a 1-4x scope. In fact, it's going to be my deer rifle this season, despite its weight. Also, consider getting a clip-on cheek riser, if you do put a claw mount on it (link is below). As far as a claw mount--the UTG mount is very good, but it does require a little bit of work with a dremel tool to mount correctly. But, if you dont want to run any optics, I strongly recommend the heavy buffer and the clip-on port buffer.

IANAL, but here's what I do. My Prius doesn't have a locking trunk, so I carry handguns in a range bag that allows small padlocks to secure the zipper shut. Rifles just go in a case. Funny thing is my R1200R has locking cases, so I could carry pistols on my bike without the locking range bag.
I second Savior. I have a ViSM and had it since December ‘18. It does fine as a storage bag at home but the Savior Bag is rigid and has nearly the same pockets as it. The backpack straps have pockets to hide them if you want to carry it Suitcase-style. Both pockets have lockable eyelets on the zipper. Side pockets fit a full sized non-electronic ear muff as well as the height of Hexmags. The only problem I have thus far is I bring too much crap to the range now and it gets super heavy. Lol.

Lists might be created with all the best intentions, but they often outlive whatever 'good' / well intentioned reason for which they were created. And more than lists, I fear the information one may gather from cross referencing lists, even if the information on each individual 'list' might appear innocuous and harmless on its own.
This book should be compulsory reading to first year CS or IT student (and/or anyone somehow involved in information technology) - a good read for anyone else for that matter, and this was from a time before electronic computers were around.
I don't have 4 pistols but the way i set them up I can fit 3 for sure, maybe 4 depending on how many mags you also want to carry in the box. right now I just have a Glock 19 and 20 in here with 2 rows of 4 mags for each handgun. made another space for a maglula loader for the time being ...Flambeau case
I went with a Suarez Intl slide for my 19, RMR and ameriglo black rear suppressor height sights.
Wasn't cheap, but I'm happy with it. My OEM glock slide will end up on a P80 build with a price point aftermarket barrel.

Under CA law:
If you leave your gun laying around and a child obtains your firearm and uses it, you will be convicted of a crime. This does not apply if your child breaks into your safe (seriously... here's a link http://law.justia.com/codes/california/2013/code-pen/part-6/title-4/division-4/chapter-2/section-25105).
I don't think CA has given us any requirements (i.e. thickness of metal, type of lock, etc.) to what 'locked container' means.
I would go with something that is fully enclosed, has a combo lock (so you don't have to find a key at 3AM), that your child can't realistically get into, and can be bolted to something.

Anything that essentially can't be easily ripped open or apart and is locked in some way counts under California law. A backpack or duffel bag with a small padlock though the zipper pulls will do just fine.
If you're looking for a pistol case there are lots of options. LA Police Gear sells a nice cheap pistol case for about $10. Maxpedition has some decent cases too, as well as some that are better for more discrete transportation.

Something like this is what I ended up looking at for serialization purposes (I'm going to heat them to press into a polymer lower, but if you're doing aluminum you can just do the hammer punch method they were made for). Gotta make sure the sizing is appropriate but I think they'll work well and aren't insanely expensive.

New brass 9mm goes at .20-.25/round. Some online sellers are shipping to SF, you need to check Cabelas, Natchez, Lucky Gunner, Ammunition Supply Warehouse, Target Sports. I think they all send to "hippie" places. You may find some others on ammoseek. Or you can find a friend outside of SF/Oakland proper.

It wouldn't hurt. Oil itself is not enough. You can buy a Hoppes kit and it will have everything you need (except the bore snake, if you want to use it). This is also useful.
