Look up Windows Mixed Reality. They're a set of really cheap ($200-$300) headsets that work relatively well. The Samsung Odyssey seems to be the most reliable one, but you can get others for stupidly cheap. (I've used the one linked, it works really well and is all you need for any vr game. This is coming from someone that's used a Vive.)
You can also get an original Vive for relatively cheap now but only refurbished/used.

I'd suggest using this as a base, then removing all the pockets, sewing in your own and then filling them with foam and sewing them shut.
