The Ryzen 7 3700X is an extremity of value and power. This processor can easily shred gaming tasks and can even handle heavy workstation. 8 Cores and 12 Threads give you a lot of space for multi-tasking, streaming, and editing.

How about a liquid-cooled GPU? The Gigabyte AORUS 2080 Ti Xtreme Water Force is a really beautiful and high-performing 2080 Ti. It is cooled by an included 240mm liquid AIO and will yield superb thermals compared to cheap base models. The 2080 Ti Xtreme will also add more RGB to your build.

Keeping the Corsair-based RGB theme. The Vengeance RGB is a very popular series of RAM, and it's hard to not see why. As Ryzen now supports native 3200MHz RAM clocks, there is no reason not to buy RAM faster than 3000MHz. This kit is also a 32GB Kit, which will be more than enough for gaming as well as excelling in any memory heavy tasks (Chrome...).

As usual, it is EVGA stealing my recommendation as the PSU choice. The SuperNOVA 750 G5 is a very high quality PSU with Japanese capacitors as well as a ten year warranty. 750 is enough to power the system, even with the RTX 2080 Ti and the Ryzen 7 3700X at Overclocked or Boost speeds.

With some pretty easy overclocking, messing around with XMP settings in BIOS and voltage, you can very easily push the CPU to 3.8 Ghz, People claim to push it to 4.0 Ghz though say it seemed to be a little unstable.
If you haven't cleaned out your PSU, you should. If it's younger than 5 years it's definitely still good. 100$ saved.
Windows can be obtained for free, only disadvantage is a small Windows 10 watermark on the lower right corner, and some of the OS customization settings are locked. It doesn't bother me, and it certainly doesn't convince me to spend 100$ for customization.
M.2 nvme SSDs are many times faster than a SATA SSD, for a boot drive you won't see a huge difference in boot time, but file transfer and such it definitely shines.

Ive built with this case before, and it comes with a nice SSD mounting array behind the motherboard, a kinda annoying but spacious PSU basement and great air flow. tempered glass oooo

I took a check, and would say not to buy in Sweden - in Ireland it is the same due to high costs and not having a very big market, you will not get good value for money. However I checked in Germany and it seemed... ok-ish. But I made a dummy address in Stockholm on my Amazon UK account and came up with this for €580
(NOTE: pay in GBP, not EUR or SWK as Amazon inflate the exchange rate by a good 5c or so if you do). Delivery is only €10, so you're doing pretty great there (and the weak pound has been awesome for buying stuff on Amazon lately)!
The one thing missing from this is a case as the delivery costs are very high due to it being a big, bulky item - maybe it would be best to look for a low cost, €20 equivalent type of one near you. You won't get anything beyond a black slab of a box without breaking the budget but what is inside it is much more important in this price range and you're getting a good bit for that.

Just do a lot of checking around - any case marked ATX or MATX form factor will work, though if you want one with a window on it go MATX to match the motherboard (otherwise the motherboard will look kind of weird and tiny through the window).
I have done two 1050 TI builds as gifts with a G4560 CPU in them and was on mostly high settings at 50+ fps 1080p when testing them out, so with a 1200 quad core (that performs identical to an i5 7400 when overclocked) you should be doing a good deal better here.
Also check Amazon UK Warehouse Deals for more 1050 TIs, I got both for £111 instead of £130 off of it - they are used but will describe any wear and tear and it only means damaged packaging, plus Amazon do a no questions asked 30 day money back policy on them and will of course pay for the cost of return shipping if you need to do that.

Comes out to about $405. To be honest I’d recommend a new build completely. That case doesn’t have very good airflow, and I’m guessing HP has a pretty cheap motherboard in it too. But obviously you’re just trying to upgrade on a budget so this should be good. You could opt out of getting the CPU if you wanted to save some money if you wanted.
/r/hardwareswap might be your best bet for a graphics card. 1060 3GB's are around $200.

Understandable. Right now AMD has a much better line of cpus in terms of price to performance. Which is why he asked. I would go with a Ryzen platform over Intel atm. You'll save a lot of money, and you'll get much more for it at the mid range and high end skus. You can't go wrong with a ryzen 5 2600 or 3600. Some good boards to look at would be the Asrock B450m Pro4, the MSI B450 Tamahawk, or the Gigabyte B450 Aorus. Any of those are good choices and have plenty of features you'd probably want.
Amd Ryzens are pretty nice at the moment and cheap. Ryzen 1600 is a good choice. I recommend a SSD disk and a second one HDD so you have a faster system and also an storage disk. Graphic card will be the hardest. Maybe a cheap 1050 2 gb will do.

Though you wont fit all of your fans, unless you get two and also plug the CPU fan this way. but it will make the other fan a slave to the CPU.
even if the splitter is 4 pins and the fans are 3 pins, you can still put the fans into it, as the fourth pin is only used for PWM, and isn't required, just make sure you put it in correctly. There are also fan splitters that split into three, but i read they aren't recommended. You could also get a fan hub which allows for more fans, but i think you need to power it by molex.
Sorry for the late response, anyhow, because the motherboard only has 1 system fan header, you may want to get either a 4 pin molex to 3pin fan adapter cable for the second case fan or a fan slitter cable:
