Buy the cheapest, thickest sketchbook you can, (in the UK, I'd hit up The Works)and some pens, ballpoint maybe, preferably fineliners, like these bad boys, then fill it up.
There are tons of resources available.
Some tips I have picked up:
Start with perspective, simple one-point perspective and a bunch of boxes ( try this place ), and just fill sketchbooks up.
Split your drawing time into practice and personal, still draw stuff you love, but make time to just practice. Noone else will see the results, it's just for you to learn how things look.
Use reference, not tracing if you can avoid it, as much as you can. Learn what things actually look like, how bits of the body fit together and work. Draw what you see, not how you think things look.
Try and find others who are learning too and learn together, even just posting stuff online for advice.
*From the last one, try and see advice as positive, noone is perfect and (other then the occasional twat), use what they have said to get better :)

No need to apologize! I didn't know lingo or anything when I first started looking into this stuff either, and there's a lot of interchangeable terms.
So a 'drawing tablet' is usually going to refer to a separate drawing pad that you plug into a USB port on your computer like an Intuos.
If you're drawing directly on the screen, that's usually called a 'tablet monitor' or 'pen display' like a Cintiq. Those are much more expensive (I'm still saving up for mine), but they're frankly awesome. If you ever get a chance to try one out at a Microsoft or Apple store, go for it!
Hopefully that clears things up a bit. That said, for a starter drawing tablet I would say take a look at the Wacom Bamboo for an affordable, no no-bells-and-whistles experience so you can get used to using one. The first two weeks or so are pretty awkward, as you have to get used to associating what you see on your monitor with how your hand is moving on the tablet. Don't worry if things look super crappy at first, you will get better with practice.

As others have mentioned GIMP is a great program, very much like photoshop and an excellent place to learn prior to shelling out for PS. You should use a tablet for sure,
wacom makes excellent tablets and you can find them for relatively cheap. This one is rather small but you could get a refurbished intuos pro for not much more. Good luck in your journey!
No the problem is with the expression, not the rendering. I think you didn't commit to an expression, so you did sort of a neutral one, but it comes off as jovial.
You should pick this up and run through it. This is one of the best expression books, because it doesn't use actors faking emotions for the photo-shoot. These are reproductions of candid photographs of expressions, so they're real:

If you haven't yet, try watercolour pencils. They go on like coloured pencils but you can wet them to create all sorts of blending effects.
They're relatively inexpensive too

Snap a pic dude, also if you really want a tablet I used this for a long time, great tablet but are very vulnerable to electrice damage so if you get it, make sure you don't leave it plugged, especially during a storm lol.
I have one of these. It's a cheaper Cintiq basically but it works just fine. I use Photoshop CC.
