What's your use case? As the other poster said, it largely depends on that. Though more and more games are starting to support ultrawide, that doesn't mean it actually looks good at ultrawide. I personally don't like play FPS on my ultrawide, but I like it for everything else. I have this ultrawide.

I don't currently use it, but I personally don't notice a huge difference from 144hz to 165hz. Same with the difference between 120 and 144hz. It's nowhere as big as the step from 60-75 hz to 120/144hz. There are a few good 165hz monitors out on the market, so if you're thinking not ultrawide, don't limit yourself to only 165hz. But if you are set on 165hz, the one I would get is the ROG Swift IPS one

under 300, LG 27GL650-B would be good. if you don't mind VA panel, MSI Optix MAG271C or you can get 32" 1440p 144/165Hz.

well the gtx 1060 3gb is kinda hard to decide since its basicly too weak for 2560x1440 but also kinda strong for 1920x1080 due to its rather lowish 3gb of ram. so you either go for 2560x1440 with gsync (27+ inches)to compensate lower frame rates or a full hd screen up to 24 inches or even 32:9 widescreen. if money doesnt matter i would rather go for a good wqhd 144hz+ and gsync since you probably will upgrade at some point and the gsync as said can compensate some kinda lowish framerates. the one screen i can decide right away is the S2716DG from dell https://www.amazon.com/Dell-Gaming-S2716DG-LED-Lit-Monitor/dp/B0149QBOF0/ref=sr_1_1?ie=UTF8&qid=1504284841&sr=8-1&keywords=s2716dg

I personally like the Acer XB271HU. I believe it hits all of your checkboxes (27", 1440p, IPS, 144Hz), but i'm not sure what the price comes to after conversion.
