I'd also like to point out that a Wii can play Wii and Gamecube games, but a Wii U can play Wii U and Wii games (but not Gamecube). Which you want I guess really depends on what you are wanting to play. Super Mario Galaxy 1 and 2 are Wii games, so that limits you to the Wii or Wii U if you actually want to play those, but Super Mario Odyssey will be a Switch exclusive.

If you get that $38 Wii, here is what you can do.
The Wii I linked to includes everything you need to play:
as well as most other Wii games. The only thing it doesn't have is a Wii Motion Plus accessory, so you can't play any game that requires those. Controllers that have that built in aren't expensive, though. It also comes with Wii Play which is fun little game that comes with a bunch of mini games like air hockey and stuff like that.
Buy a Gamecube controller to go with it, and now you can play:
as well as every other Gamecube game. There are lots of games for both Wii and Gamecube, but I'm sticking with Mario and Mario Kart since that is what you mentioned. Luigi's Mansion is also a Gamecube game that isn't strictly a "Mario" game but maybe it's close enough.
From what I'm reading online, the Wii virtual console is still running. That means that you can buy and download some NES, SNES, N64, etc. games. I have no idea how long that will continue to work since the Wii is so old, but you should be able to play the games you've already downloaded even if they shut down the download service in the near future. [Edit: here is the listing of available Wii virtual console games. I guess it is still running.]
The Wii is a good budget option that does let you play quite a few games.

If you get the $200 Wii U, you can play:
as well as any other Wii U game.
If you get a Wii controller, then you can also play:
as well as any other Wii games that you could have played on the Wii. You can't play any of the Gamecube games, though.
The Wii U's virtual console is still active for sure, so you can also buy and download some older games for older consoles. I don't think Gamecube is included in that, though, but NES, SNES, N64, etc. will be. Not every game, but a lot of the good ones will be there. You can browse your options here. Additionally, the Wii's virtual console will be available on the Wii U as well, assuming that it is still running. I doubt that it has much that isn't already in the Wii U's virtual console, though.
The Wii U is more expensive than a Wii. You still get all of the Wii's games, but you are trading the ability to play older Gamecube games for the ability to play newer Wii U games. You're also getting a virtual console that will for sure work for a while as well as the ability to use off-screen play on the gamepad.

The Nintendo Switch is $300 and is brand new. It can't play Wii or Wii U games, however, all upcoming games will be for the Switch. You can play Switch games, and the virtual console that lets you buy older games isn't out yet but will be coming soon. Anything new that comes out will be for the Switch. The Switch is also portable, kind of a mix between a console and a handheld. This is the current generation's console, and it was only released in March of this year.

They're small and sleek, look good when paired with the Wii. I used one a third one of these when I hacked a friend's Wii for him. They're great.
I recently added the Homebrew channel to our Wii U and so attached a spare HDD I had lying around the house -- something salvaged from a computer that had issues. For that I used this powered USB enclosure:

It was just a standard WD SATA HDD, nothing special about it. Haven't had one problem with any of them.
An aside to describe an issue I ran into: I had always formatted my external HDDs as WBFS. Recently I decided to add some Gamecube backups and wanted to see them listed in Configurable USB Loader alongside the Wii games. To make that happen, I had to convert the WBFS partition to FAT32. This page describes the issue and also provides a tool that will convert the WBFS partition to FAT32, at the same time preserving your existing backups:

One other note: I strongly recommend using a 2GB SD card (not SDHC) as all of the tutorials recommend. I've used 8GB SDHC cards without problem for literally years... then recently learned my lesson when I wanted to run SSBB Project M on the Wii U. There's no getting around it in that case: you have to have a 2GB SD card.

It depends on what games you want to play.
The old school Wii Remote and Nunchuck will work on many multiplayer games and are also necessary for playing any Wii games
However, if you want to play Wii U games, you can also choose the Wii U Pro Controller. (which can NOT be used when playing original Wii games. Only for Wii U titles)
I have found that owning one of these isnt necessary, I have been able to get by with 4 players on my Wii U using only the supplied gamepad and 4 old Wii motes (nintendo land, mario kart, mario bros can all work with the old wii motes).
It's also probably worth mentioning that this is a Wii subreddit, and your question relates to a Wii U.

the old Wii remotes were upgraded towards the end of the life of the original Wii, so if you plan on getting Wii remotes, make sure you get the Wii Remote Plus models, to ensure you can use them on everything (some games require the added "Plus" functionality to work)
Build a Raspberry Pi 3 and load it with RetroPie. It's really simple to build and you don't need any coding experience or anything like that. It's also CHEAP. There are tons of guides online on how to get up and running.

Much better for emulation than Wii's VC. The Wii VC doesn't even have EVERY Genesis/SNES game either, unlike the Pi 3 which can.
With the Pi 3, you can use any USB controller you want; just buy a Genesis USB controller or an SNES USB controller and it'll feel JUST like you're playing on the real deal. Unlike the Wii, which doesn't have this option, the closest thing is a classic controller.
You and your GF will be waaaaay more happy, trust me ;)
Just Dance and Just Dance 2
My wife loves to break them out when company comes over. It's really fun and especially hilarious when adults are drinking. Multiple players can all dance at the same time to have a dance-off. You need nothing more than the Wiimote to play it. Also, very high Amazon customer ratings.
There's a port for the new 3DS coming out next month. I'm not sure if the 3DS experience will be as good as the Wii experience, but the game is supposed to be the same.
Personally, I found Xenoblade Chronicles to be a console-making game. That is, I got so much gameplay and enjoyment out of it (>180 hours), that it justified buying a Wii. If I didn't own Xenoblade already, and was unable to find it for a reasonable price for Wii, I'd consider buying a 3DS just to play the 3DS version.

No really, I hesitated a long time before buying guns for my wii because the all looked so... fake.
When HotD:O was announced I was pretty psyched and when the official hand cannons where presented I bought them immediately. I fell in love the moment I played the first time and we are happy together ever since.
I'm playing Skyward Sword on a launch Wii, so the one you bought 2 years ago will be fine. The black ones are newer models, but the difference is pretty much just the color. The only thing you'll need to do is make sure he either has a wii motion plus adapter or a Wiimote Plus. Skyward Sword requires the use of this controller because it utilizes more advanced motion controls than the original wii remotes. The nunchuck hasn't changed.
If you bought Wii Sports Resort, it should've come with a motion plus adapter, so he might already have one, in which case, you just need the game. That might even be what you're referring to when you say "motion adapter." I'm not really sure what that is from the context of your post, or the "hard mat thing," either, for that matter (balance board, maybe?).
There are so many of those little adapters that it's 50/50 on whether or not you get one that works and works well. Hyperkin just put out this HDMI cable for Wii last year. I haven't used it myself but I've recommended it to a few people and they all say it works great. It will also support Progessive mode for Gamecube games.
If you enjoy that, Super Mario Galaxy 2 just got a second reprinting under the "Nintendo Selects" collection - it and several others are going for $20 now. Pretty good deal, considering that most Nintendo titles stubbornly retain their value for yeaaars.
I'm not sure if your hate for AA batteries includes the rechargeable kind but I think the most practical solution is eneloops (or any good rechargeable AA batteries). I use these and they are great. It is cheaper than any Wii battery pack and you can use them for other devices.

The plastic is obviously cheaper than the original but it works and its blue (they have black, pink and white, too). The blue isnt as fluorescent as the picture would have you believe, but its still pretty sweet for the price

If it's a third party cable, it could be just poor quality. It's possible that it could be shorting a pin or two in the socket, which could result in a power failure; famously, MetalJesusRocks on YouTube permanently bricked his GameCube thanks to a subpar connector on an HDMI adapter he was testing, so that proves it can happen. Thankfully in your situation it doesn't seem to cause a permanent issue. I'd try to get a return processed on the cable you bought, and try to get first-party cables from eBay, seems they're trending around $25-$30 right now which isn't bad. I've also personally had luck using Nyko component cables for years with my Wii, and those seem to be slightly cheaper.
