Oooh. I would suggest some fancy ingredients like some Nielsen Massey vanilla paste (I have the gigantic 1 quart size myself and it's pretty much my favorite thing ever) or some Valrhona cocoa powder or feves (fancy chocolate chips). Some high quality measuring cups like these ones from All Clad would probably make her over the moon (as others have said, you can never have enough measuring cups and spoons, and heavy-weighted ones like those are a delight to use). You can round out your gift with a few cookbooks you think she might like -- some suggestions are the Hummingbird Bakery Cookbook (since you mentioned she makes lots of cupcakes), the Tartine Cookbook (I love this one), and Rose Levy Berenbaum's Cake Bible or Heavenly Cakes.

We splurged on the Allclad cups & spoons a few years back, as we had a Williams Sonoma gift card to use up. They are very solid and will certainly last a lifetime. We're happy with them, other than if you want to say do 1/2cup with the 1 cup. There is writing on the inside that I believe will wear down in the years to come. For now it's ok, but it's not etched into the stainless... just printed.

We get a lot of equipment questions here, so I wanted to add that when buying equipment, build quality is important, but also key is design quality. For example, stainless steel measuring cups are garbage if they look like this. You want the handle to be aligned with the top of the cup so you can sweep your dry ingredients starting from the handle and going across. Any handles that don't allow that are poorly designed.

Cuisinart is made in China, while Allclad is made in America. Like many things made in China, Cuisinart will depend much more on batch quality and whether someone's trying to line their pockets by cutting costs on materials that you won't run into with a "brand" that has an image to keep.

You can purchase well made ones that are actually stainless steel, but you're gambling that they didn't make them out of carbon steel.

I have those measuring cups. The only thing I don't like about them is that the handles bend too easily. Eventually, they'll just break off. At that price, they aren't terrible, but not BIFL in my opinion. All-Clad makes a set of measuring cups that look and feel like they will really last. I don't own these, but I've physically handled them at least. These aren't for the budget conscious though.
