Urgh, just read the secondary HDD requirement :/ how much storage does he need? And could you just go for one large SSD?

Let's knock $300 dollars out of the park...
AsRock Deskmini A300 is $139.99 on Amazon right now and includes case, mobo and psu. (https://www.amazon.com/dp/B07QSCCRC9/ref=cm_sw_r_cp_awdb_t1_ZW3GDbK3M0043)
200GE Athlon will do fine for his requirements at $57.01 and comes with a cooler that will fit in the Deskmini (https://www.amazon.com/dp/B07HJWVJDN/ref=cm_sw_r_cp_awdb_t1_V13GDbHW29M1N)
Single 8gb 2400mhz So-Dimm ram for $32.99 (https://www.amazon.com/gp/aw/d/B07NPFB6GS/ref=sspa_mw_detail_1?ie=UTF8&psc=1)
120gb m.2 seems like more than enough for his use case so here's one for $21.99 (https://www.amazon.com/Kingston-A400-120G-SATA-Internal/dp/B07P22T3VD/ref=mp_s_a_1_5?keywords=128gb+ssd+m.2&qid=1568898494&s=gateway&sr=8-5)
$251.98 so almost 50 dollars profit for you and you can get it all from Amazon to keep it nice and simple.
Yeah I used an Athlon 200GE to update the firmware. https://www.amazon.com/AMD-4-Thread-Processor-Graphics-YD200GC6FBBOX/dp/B07HJWVJDN
No.
A 200GE would have been much better and cheaper: https://www.amazon.co.uk/AMD-YD200GC6FBBOX-Athlon-Processor-Graphics/dp/B07HJWVJDN
200GE is newer and based on ryzen architecture and it has better Vega 3 graphics
a8-9600 is based on old terrible FX
Or Athlon 200GE for $30 less
$74 on Amazon now but has been $70.

It is not.
200GE: Microcenter ($40) vs Amazon ($58)
2200G: Microcenter ($60) vs Amazon ($78)
1600: Microcenter ($80) vs Amazon ($101)
2700: Microcenter ($130) vs Amazon ($160)
3600X: Microcenter ($200) vs Amazon ($235)
3700X: Microcenter ($330) vs Amazon ($355)
2950X: Microcenter ($600) vs Amazon ($622)
2970WX: Microcenter ($800) vs Amazon ($915)
(this list is not exhastive but rather is to give an idea of prices across the entire price range)
And Microcenter lets you save a farther $30 when bundling with a motherboard.
A 200GE would be better. It's a bit less powerful but it comes with integrated graphics (like a GT 730, more or less) it's a modern processor and it consumes far less electricity. AMD is about to release the newer version, so it may go down in price soon:

https://www.amazon.es/AMD-Athlon-200GE-3-2GHz-Caja/dp/B07HJWVJDN
https://www.pccomponentes.com/amd-athlon-200ge-32ghz-socket-am4
If you are going to go at the low end PC "low budget" take advantage of low price on sale that are going to start, example:
- Check CPU price on amazon for a reference:
https://www.amazon.com/Best-Sellers-Computers-Accessories-Computer-CPU-Processors/zgbs/pc/229189
Do you see the Ryzen 3 2200G APU (CPU+GPU) at this time is at ~89$?
Or the Athlon 200GE ~59$?
- Check MoBo price:
https://www.amazon.com/Best-Sellers-Computers-Accessories-Computer-Motherboards/zgbs/pc/1048424/ref=zg_bs_nav_pc_4_229189/140-5590597-4965200
Do you see the GIGABYTE GA-A320M-S2H MoBo at this time for ~50$
As you can see you can get all from ~110$ to ~140$ ( CPU + GPU + MoBo )!? :)
well for double that price you can get an athlon GE of one flavor or another : https://www.amazon.com/AMD-4-Thread-Processor-Graphics-YD200GC6FBBOX/dp/B07HJWVJDN
and it has vega graphics on board so you don't need a gpu technically.
though with all the testing I did on it, there are a few gamess that just do not like 2 core systems anymore.
If you don't want to go through the hassle of asking AMD for a bootkit, just get yourself an Athlon 200GE for $50 and hold on to it for this exact reason.
AM4 will support Ryzen 4xxx chips and the same situation will likely exist...
2600 does not have iGPU, so motherboard port is no good for you. (you would need 2X00G or 3X00G CPU).
This is the cheapest CPU you could buy for testing with motherboard: https://www.amazon.com/AMD-4-Thread-Processor-Graphics-YD200GC6FBBOX/dp/B07HJWVJDN/
In the meantime, plug your GPU back in. Hook up your PC from GPU to a TV with HDMI cable. See if you can get signal/video.
Most retailers sell Ryzen Athlons here is one from Amazon AMD Athlon 200GE 2-Core 4-Thread Processor with Radeon Vega Graphics - YD200GC6FBBOX https://www.amazon.co.uk/dp/B07HJWVJDN/ref=cm_sw_r_cp_api_i_kBbVDb4X4711T
Yes.
https://www.amazon.com/AMD-4-Thread-Processor-Graphics-YD200GC6FBBOX/dp/B07HJWVJDN/ref=sr_1_2?keywords=athlon+am4&qid=1570453475&sr=8-2
This. It has integrated graphics so still no need for a GPU but this is even cheaper. You stated that it's for surfing the net only, correct? This will cut it. I'm sure it can do ultra light gaming too. But I'd recommend Ryzen series for gaming if you were to do it.

That “buy processor from amazon and then return it” option seems like an amazing solution! Would this processor work as well for my purposes? https://www.amazon.com/AMD-4-Thread-Processor-Graphics-YD200GC6FBBOX/dp/B07HJWVJDN/ref=mp_s_a_1_1?ie=UTF8&qid=1543086156&sr=8-1&pi=AC_SX236_SY340_QL65&keywords=am4+athlon+200ge&dpPl=1&dpID=31N0MaT5blL&ref=plSrch
Available from Amazon now too but it's from a third-party seller and the price is ridiculous
https://www.amazon.com/AMD-4-Thread-Processor-Graphics-YD200GC6FBBOX/dp/B07HJWVJDN
You will need to have a 1st/2nd gen Ryzen or a AM4 Athlon processor to update the BIOS. Once you have one, you update the BIOS as described in your manual (download BIOS update from here, put it on a USB flash drive, restart, and flash - see manual). If you need one, you can ask a friend, buy an Athlon 200GE or similar (perhaps on /r/hardwareswap), or request a free AMD boot kit.
The Aorus Pro on your list supports Ryzen 3000 starting with BIOS F40, which I don't think it will ship with, so you'd have to update it with a CPU installed.
The B450 Tomahawk is not much more expensive and also available through Amazon:
https://www.amazon.es/dp/B07FQ9ZJD9/
If you really want the Aorus Pro, you could order the Athlon 200GE along with it, use it only for the BIOS installation and then send it back once you don't need it.
I'd be against such a move if you'd order from your local computer shop, but I'd say with Amazon I would have no qualms doing that.
Also note that the CPUs come with Thermal paste pre-applied. Never hurts to have some in the house, but if you don't go the Aorus Pro -> Athlon -> BIOS Update -> Switch to Ryzen -> Send back the Athlon route, you wouldn't need the thermal paste.
Written in a bit of a haste, please ask if something isn't understandable :)
