Bryopsis grows well at near zero water column phosphate levels because it is able to effectively trap particulate detritus which feed it directly as the detritus breaks down.

Manual removal should only be down with a siphon hose or outside of the tank and rinsed before replaced for two reasons. Bryopsis creates a substance called Bryohealin. Bryohealin quickly closes wounds and causes released organelles to reassociate forming viable cells which leads us two #2. Bryopsis is single cellular- tearing causes a release of many pieces of bryopsis, all which can colonize a new spot.

If its currently confined to one or two small locations on rocks that can be removed- drying will kill it. A blow torch works as well.

I've used API Algae-Fix Marine as a last resort with relatively hardy coral present(leathers, mushrooms, M. capricornis)- they didn't like it and it was a few months before they recovered.

H2O2 dosing is really tricky business. You have to be able to accurately measure out and dose to just a few ppm.

You can try carbon dosing- I prefer cheap vodka as my source. I'd start 0.5ml/day per 100 gallons and double that after two weeks if necessary. This will cause heterotrophic bacteria to scavenge any NO3 and PO4 present.

There's also the anecdotal magnesium dosing that's worked in the past for people, but you'll need to use Kent Tech M and hope it still has its impurity. People would typically try to shoot for a 400-600ppm rapid increase.
