Arctic 33 Plus should be the best value and can easily handle the 8700.
It's a cooler that you buy separately from your CPU. They often cool your CPU better and can be quieter than the cooler included with your CPU (they do, if you don't buy the cheapest, crappiest cooler). Some other manufacturers are Cooler Master, Noctua, Be Quiet, Deepcool, Thermalright, Cryorig.
Often buying one of these is not necessary, because the included stock CPU cooler (that comes in your CPU box) is good enough. Both 2600 and 2600x have coolers included. As others have said - if you plan on overclocking the 2600 to the speed of the 2600x then the stock cooler probably won't be good enough.
Artic Freezer 33 Plus with 2 fans fitted will be a better choice - it sits 10mm closer to the motherboard with the fans and second fan will spin some air on the VRM Heatsink.
