I have a similar set up to you. My ISP is virginmedia which Im assuming is yours looking at the speeds becuase they are the same as mine. I run a pf box using this board

I added 8gig of DDR3l, case and pico psu so it will stay silent and my hard drive and extra nic I already had. My total cost was around the figure you are looking to spend.

With this setup I run VM router in modem mode > pfbox > to router/switch (with dhcp turned off but wifi active) > clients which include my media server. Most of the clients run through PIA OVPN connection running at full speed -10% overhead.
