All around 15 bucks and with amazon prime 2 day free shipping.but if you don't have prime you'll probably end up paying around 20 or more. for me, Prime more than pays for itself. But I buy quite a bit of stuff on amazon.
the days of 10 dollar gundam kits is pretty much over. those old kits like that hygog are getting harder to come by so prices can actually get inflated on them IF you can find them. But honestly that kit probably isn't great anyway. its over 20 years old. Bandai has made so many improvements in that time. the average cost of a HG these days is around $23. with inflation thats not much more than the old kits and you get a lot higher quality.
they are still making some cheap cheap cheap kits today. like the first grade kits and advance grade kits. But they feature almost no flexibility and not so great detail. So if those things are important to you, save up a little longer and get an HGUC or one of the HGs from one of the newer series.

If you want to test out colors and how they come out in general, you can use plastic spoons. It's the same as painting a kit albeit a bit curvy.
If you really need a kit to paint, the HG GM is one of the cheapest.
I've seen a couple of pre-built kits on Ebay for pretty damn cheap. Depends on shipping really.
You could also wait/search for giveaways or Reddit auctions. They're pretty rare from what i've seen but they're there.
But really, you would probably have an easier time just buying a really cheap one from amazon.
