Oh gosh, I remember this one. I had it in an illustrated book of short stories/fables/legends about dragons...this had to be around the mid-to-later 90s at the latest...I'll see what I can dig up.
EDIT: This was the book. I'm trying to find a table of contents or something.
EDIT 2: Found it! It's The Dragon Tamers, by E. Nesbit, 1899. You can read it over at Project Gutenberg :)

I don't know much about adult histories of dragons, but The Book of Dragons is pretty good for kid dragon short stories, and A Field Guide to... and A World Guide to Gnomes, Fairies, Elves, and Other Little People is pretty cute for the others. Dragonology is another, but it's more adorable than useful.
