Do you mean something like this? I bought these to help with an old bathing suit where the straps kept falling down. It's basially just a spare removable bra strap that clips onto itself so that you can bring the straps together to prevent them from falling down. You can get them much more cheaply on ebay, and there are numerous brands, just search 'bra strap holder'. You'll find some of the clip kinds, but many others like this.
