If it was me, I would put a Raspberry Pi Model B+ inside the ROV, and ALL of the data would go through an ethernet cable.
They make really REALLY thin ethernet cables. I run one under my carpet between my router (close to cable modem and PS4) and my PC (across the room)
This way, you can get the video streams from one or many webcams, and control several motors if you purchase a motor controller that uses UART or I2C.
If you have sensors, I highly recommend either using I2C sensors, or attaching an bare ATmega328P to the Raspberry Pi via UART or I2C.
Above water, you just have a "home network" with a computer running a simple app that reads USB joysticks
For a ROV, you don't need insane real time latency so all of this should be perfect.
Powerline requires that you have very good wiring, and that you don't have anything else plugged into the same sockets. Personally I think you'd just be better off running some UltraFlat CAT6 cable instead.
I used this flat cat5 on top of my trim and around doorways. I found it is very unnoticeable. I also rented in a very old building and it was the best I could come up with. If you can pull the baseboards back from the wall without damage you could hide the wires behind them.
