Try to answer as best I can :)

  • Starting small is actually... strangely... not as good as starting big. At that size, you wont want to keep anything other than a couple ghost or cherry shrimp. Nothing else will be happy with an environment that small. No, not even bettas. Bettas like to explore and poke around like all fish.

  • EcoComplete is a good substrate

  • That filter is a bit big for what you're doing. It'll work, but it's unnecessary. If you plan on keeping maybe 5 shrimp, you wont even need a filter. If you want one, a sponge filter will work nicely.

  • Lighting depends on the plants you want to keep. Honestly, I keep a lot of my jars of this size in my window, but if you want a light, there is plenty of small LED lights. I think I have this http://www.amazon.com/gp/product/B00AXNQ9OU/ref=oh_aui_detailpage_o04_s01?ie=UTF8&psc=1 over a 3-4g bowl right now. It works for my mosses and anubias.

  • Plants... Plants for this are plants that will stay small. Floaters will be excellent - duckweed, dwarf water lettuce, frogbit, salvinia, etc. Mosses are great, and I've had good luck with Anubias, Lobelia, and some Crypts. Oh, and marimos look adorable in small containers :) Anything can be trimmed down to fit, honestly. It's just up to how much maintenance you want.

  • Heater isn't necessary for just shrimp as long as your house stays in the 70s.

    If you want low maintenance, I actually just recommend you go with a 10g or larger to start with. It may seem daunting, but it opens up your options significantly to learn what you like and what works for you better.
