Pfsense on Atom boxes might be a good fit here. Each box gets a public IP address, then the VIP does the work from there. Openswan for your VPN connectivity. I don't know what your environment is like, but a dual core ARM running openwrt should be okay. Multiwan support is available.
I have heard good things about the Ruckus wireless access point product. Those are quite a bit more than this:

I have great success with the engenius product.
Or, get an outdoor WAP and about 100 ft of RJ45 to place it optimally. Can't vouch for the quality of this one, but it was the first amazon result on google. In optimal conditions people are saying up to 600 ft.
