The only thing I would suggest is that I would take a quick look at the Nvidia GT 610 with 2GB DDr3. It is $1o cheaper than the one you are looking at and it runs great. I am using it in my pc right now (which has close to the same specs and this one)
Almost any off-board video card will be an improvement in performance. You've got a PCI-E x16 slot in the machine, so you should be able to plunk just about anything in, assuming you don't go crazy and overtax your power supply. Keeping within budget should be simple - given the power supply in your machine, you likely won't do much better than this:

It's not going to give you insane frame rates...but it'll be a nice upgrade all the same.
