The other replies in this thread are right about getting a new build but I understand that since you preordered I figure you may not want to wait to gather funds. If you don't have a PCI connector you either have to move down to a lower AMD card or up to Nvidia's Maxwell card the 750. (because SoM is a NVIDIA branded game, this is also the best choice if you don't like rebates)
Not saying your CPU will be able to play the game because without benchmarks it's hard to tell (it doesn't meet the minimum requirements though).

Get your overclocked gtx 750's for 17.60$
Let me introduce to you my new friend, the 750 gtx. It draws all its power from a pci-e slot, so no additional power supply cables are required. It uses DX 11 and can play a lot of modern games at a decent fps.
Superclocked GTX 750 for the same price as the standard.
That card performs close to a 750 Ti for 40 dollars less and better than an R7 260x which is at a comparable price point.

That's PCIe. Even better you have full height slots so you can buy a less expensive GTX 750 / 750 ti. Heck, you'll save enough over the half height 750/750ti cards that you could buy a new power supply if need be.
Power supply:
Decent gaming computers definitely come at a cost, but I might have something. After searching for a while, I actually remembered ordering computers from the Dell.com outlet. I found this one.
It's a lower level computer than you would traditionally want for gaming, but it will play the games you've listed above (and some others) at a respectable pace.... When paired with this.
This video card requires at least a 300W power supply, which this desktop just happens to have. This GTX 750, also, doesn't require a power cord to be connected (making the installation very easy). This isn't the best GTX 750, but it will do nicely for a budget machine.
The only things that could cause problems are the power supply and the CPU cooler. They may or may not perform to expectation, but are among the cheapest parts to replace.

If I don't end up just getting the low-profile Galaxy GTX 750, I'll just stick with the EVGA GTX 750 one and get the riser.

The most common cause of that issue is your monitor or graphics card is starting to die. Try your monitors with a graphics card from a friend or try your friend's monitor on your graphics card.
Edit: To be fair, that graphics card is quite old. Might wanna upgrade it. If you want a cost effective replacement, I recommend the Geforce GTX 750 for only $130 dollars. It's an nVidia card so Photoshop can use it for GPU acceleration.
