Are you exfoliating? Dead skin cells can prevent hairs from getting out. You can use a washcloth or exfoliating gloves or a body brush. You should be exfoliating at least a few times a week if not every day. You should also think about getting an epilator, it's less painful than tweezing, quicker, and less likely to break hairs rather than fully remove them.
Tend Skin + a gentle exfoliating brush . Use the exfoliator during or after your shower very gently in circular motions for 15 seconds or so. After your shower and after your face and neck are completely dry (not just towel dry), slap on some of the Tend Skin. It stinks but as long as your skin is dry before you apply, the smell dissipates. It also can sting a little for a few seconds if you just shaved. Personally I use Tend Skin after each shower to avoid ingrowns, not just after I shave.
